Second Check is a specialized platform designed to connect Professional Structural Engineers, primarily in British Columbia, facilitating independent reviews mandated by the BCBC 2024 regulations and EGBC bylaws. With these regulations mandating documented independent reviews of structural designs before building permit application, Second Check emerges as a piece of the puzzle to ensure this process is seamless.

Second Check works by connecting structural Professional Engineers in BC who are offering and/or seeking independent review services. Engineers seeking reviews can easily upload their drawings, detailing their specific requirements for the independent review. This information is then shared with a pool of engineers on the platform. These engineers, who are able to conduct independent reviews, can review the project's specifics and submit proposals detailing their qualifications and approach to completing the review.

To maintain confidentiality and security, those submitting quotes for reviews must request access to the files required to make a quote. Once access has been given, the bidder can then download the files for creating the quote. The engineer chosen for the review gains access to all relevant files (including those which formed part of the bid package). Independent Review engineers can be selected by the Engineer requiring independent review based on profile, their quotation, and several other factors. Once selected, the chosen engineer undertakes the review, provides feedback, completes the independent review form, and submits their comments to Engineer of Record. Upon successful completion of these tasks, the reviewing engineer must arrange for compensation for their services.

Conversely, engineers seeking opportunities to perform independent reviews can peruse available jobs on the platform, providing quotes for those aligning with their expertise. They outline their qualifications, proposed process, and approach for the review. If awarded the project, they conduct the review within the specified guidelines and parameters set by the client.

It's essential to note that Second Check operates independently of regulatory bodies like EGBC, solely serving as a facilitator for positive interactions among registered professional engineers. While currently focused on Structural Engineers in British Columbia, the platform may consider expansion into other regions and jurisdictions in the future, catering to the evolving needs of the engineering community.
